SLP licensure in the state of Vermont
VSHA always recommends you check with your intended place of employment to confirm licensure required. What is listed below is current as of September 2022, and may be subject to change based on evolving AOE/OPR guidance.

OPR vs. AOE
VT Licenses Both are Provisional (Vermont)
Non-school-based SLPs in Vermont who work in settings other than schools (hospitals, skilled nursing facilities, etc.) need to obtain a Clinical License only from the Office of Professional Regulation (OPR).
School-based SLPs in Vermont need to go through both the OPR and the Agency of Education (AoE) to obtain two licenses to contract with a school (AoE provides an Educational Endorsement). The OPR Clinical License must be obtained BEFORE the AoE Educational License can be obtained.

Everyone get this clinical license first (if you will do your CF in Vermont OR you are transitioning to Vermont)!
PROVISIONAL LICENSURE BY REGISTRATION (OPR):
1. Complete the Online Application and pay the nonrefundable application fee.
2. Provide in your online application the name and license number of your supervisor.
3. Contact your school where you obtained your Master’s degree to have them send the office official transcripts of your degree.
Once grades are submitted/finalized, you can have the Registrar’s office send your final transcript and a Verification of Education form to the OPR at the address on the form The top part of the form is filled in and signed by the student/you. The rest of the form is to be filled in, signed, embossed with the University seal, and sent from the Registrar’s office directly to VT OPR. That way the degree and credit hours are verified at the institution level.

AOE License
AoE You are getting a PROVISIONAL license for the CF (not Level I yet)
-Provisional, 2-year term, $150
AoE License (after you earn your CCCs)
-Level I license, 3-year term, $200
-Level II License (those SLPs who have worked under an AOE educational endorsement for 3 or more years), 5-year term, $300

Register for an online educator account (Initial User Registration online licensing system: ALiS)

AoE Renewal Instructions -
All Educational SLP licenses (6-84) are currently at Level I. Those renewing their educator license in 2018 must complete forty-five (45) hours of Professional Learning for renewal – 30 hours for ASHA certification plus a minimum of 15 additional hours aligned with the 6-84 endorsement competencies. The 30 hours of professional learning required by the Office of Professional Regulation to renew the clinical license can count towards required hours. Educators that have worked under the 6-84 endorsement for three or more years in a Vermont school must transition to a Level II license.
Sequence:
Find out your supervisor's name and ASHA number
Complete the OPR licensing and email your Praxis scores, bachelors, and masters transcripts to kara.shangraw@vermont.gov
Email your school's HR dept. so they can contact the AOE to recommend you for licensure
Wait for an email from the AOE to tell you that you can apply.
